Dubai Civil Aviation Authority is established as an autonomous body, by a decree of H.H. Sheikh Mohammed Bin Rashid Al Maktoum, Ruler of Dubai, on proclamation of law No. 21 of 2007, to undertake development of Air Transport Industry in the Emirate of Dubai and to oversee all aviation related activities.In the execution of law, it shall undertake negotiations for Air Service Agreements and shall in particular, take action to achieve the following objectives:
